Problem:

You cannot get the month to change to your desired selection on budget reports for the budget period.

Resolution:

What you need to do is first select the year and press the down arrow to move it to the appropriate year, then you can use the up and down arrow again to select a month. The month is restricted to only the months available in your financial year. So, if you are currently in 2010 and would like to set the month to October, you first need to move the year back to 2009, and then use the up and down arrows to select october.

We know this is an issue with these reports, that the interface is not very clear to how it is used. We are tracking an update to this for our next releases.
